The tiles are rather voluminous, leading to significant shipping fees. The "No Tiles" variant includes all the city materials (tapes, signs, duckies, etc.), without the tiles, reducing shipping costs. Duckietown-compliant tiles can typically be found locally. If you are not sure what tiles to shop for, check out the Duckietown Manual's appearance specifications section.
Scissors and city decorations are not included.
